Is an environmental assessment needed for plans for 250 new homes?

The developer behind plans for 250 new homes and a village shop has asked the council whether it needs to complete an environmental impact assessment (EIA) before the scheme can move forward.
William Davis Ltd put forward the scheme for Old Budbrooke Road on the edge of Hampton Magna earlier this year, with over 40 locals already objecting to the application.
Now the company has asked Warwick District Council whether it needs to complete a major survey for the 21.75 hectares of land.
A report submitted to the local authority by William Davis states it is not needed.
"This appraisal demonstrates that the proposed development is not of a physical scale sufficient to warrant an EIA," it says.
"The proposed development responds to pressing need for homes in Warwick district and nationally, seeking to deliver market and affordable homes in a sustainable location, located on an edge of settlement site adjacent to an identified growth village and within walking distance of a key transport connection.
"Neither is the proposed development considered likely to have a significant impact in terms of traffic, emissions and noise, being of a sympathetic land use and benefiting from sustainable transport links."
Plans show a "retail facility", woodland play trail, community growing area and "destination" play area would be created if the estate was approved.
The application also promises "existing viewlines" to St. Mary's Church will be kept and a "green corridor" will "frame the view through the development area".
The developer has not revealed what the mix of houses will be, but has said half will be designated as affordable homes.
Taylor Wimpey has also put forward plans for 360 homes in Hampton Magna.
