Fresh bid to install new Warwick defibrillator after plans blocked

A bid to force through plans for a new defibrillator outside a row of shops in Warwick has been launched.
New World Payphones Street Limited has submitted an appeal to the planning inspector after an application for a 'digital communications kiosk' and the life saving equipment were refused earlier this year.
The scheme for Emscote Road was refused by Warwick District Council (WDC) in May, with planners saying the facility would have been "visual clutter" and would not make a "positive contribution to the character and appearance of the streetscene".
"It is not considered that this harm is outweighed by other material considerations," a council report said.
WDC said the defibrillator could be installed on a wall, and the kiosk is not needed for it to be put in place.
The kiosk would have provided a free-to-use telephone, a community defibrillator and digital signage.
NWP has now asked a planning inspector to overturn the decision.
"The appellant considers that the proposed communications kiosk represents an appropriate form of development in this location," the appeal said.
"The site forms part of a busy mixed - use corridor containing existing street furniture and commercial activity, and the kiosk would constitute a modest and well - designed addition that would not give rise to unacceptable visual impacts."
The move comes after a similar application for Coten End was refused by the council last month.
That scheme - also from NWP - was blocked for similar reasons. It remains to be seen whether an appeal will be submitted for that application as well.
The council will be given the chance to present its case for the Emscote Road application before a decision is made.
