New Warwick defibrillator blocked

Council planners have blocked a scheme which would have seen a new defibrillator installed in Warwick's town centre.

NWP Street Limited has seen an application for a 'digital communications kiosk' at Coten End refused by Warwick District Council.

Plans submitted showed the facility would have included a free-to-use telephone, a community defibrillator and digital signage.

However, the application drew objections from Warwick Town Council and Warwickshire County Council's highways team which said not enough information had been submitted.

Planners at the district council said the kiosk would clutter the pavement at Coten End.

A council report said: "It is considered that the proposed kiosk would result in visual clutter which would fail to enhance the character of the wider street scene.

"It is identified that immediately surrounding the existing site is open and uncluttered at present, lacking any notable street furniture."

Planners also said the defibrillator could simply be mounted on the wall, meaning the kiosk was not needed.

The report continued: "It is noted that community defibrillators are often installed within self-contained enclosures on walls/buildings within the street scene.

"It is therefore considered that this proposed benefit should be afforded limited weight as it is not considered that the kiosk is required to accommodate this use."

In its application, NWP said the installation would bring a range of benefits to the town centre.

"The kiosks offer a measured, proportionate, and beneficial intervention in the public realm," it said.

"They provide demonstrable public benefits - including emergency equipment, improved connectivity, and enhanced wayfinding - while ensuring no harm arises to amenity, heritage significance, or public safety."
