Council's bid to ease congestion outside local primary school

Council officers are looking to reduce congestion around a local school by enforcing parking restrictions.
Warwickshire County Council is asking for feedback for its plans at Garrett Drive and Vickers Way in Heathcote.
A consultation launched by the local authority said the roads around Heathcote Primary School can become very congested at pick up and drop off times.
As the council takes over the local roads from the housing developer at the estate off Harbury Lane, it wants to enforce waiting restrictions outside the school.
"Garrett Drive and Vickers Way form part of large scale residential development off Harbury Lane, Heathcote," a council notice said.
"Garrett Drive is one of the primary routes into and out of the estate, and as such carries relatively high vehicular traffic volumes.
"With Heathcote Primary School fronting both Garrett Drive and Vickers Way excessive levels of parking as close as possible to the school gates leads to both traffic congestion and risk of conflict between vehicles and pedestrians."
The report says single yellow lines were painted by the developer as "advisory measures" saying 'no waiting' between 8am and 9.30am and 3pm and 4.30pm Monday to Friday.
This as well as 'school keep clear' markings.
The council said these were painted "with the intention that both roads will be adopted as highway maintained at public expense".
"These proposals are therefore intended to formalise the existing layout of single yellow lines and school keep clear markings (extending the existing layout), to allow enforcement," the council said.
Locals have until March 30 to object to the scheme.
The report continued: "Restricting parking at peak times in Garrett Drive aids traffic flow into and out of the residential estate; dispersing the high concentration of demand for parking across a wider area reduces conflict points between motorists and pedestrians, potentially with reduced intervisibility.
"School keep clear markings are intended to keep the areas of highest pedestrian usage clear of obstructions and visibility blind spots, reducing the potential for conflict points between motorists and pedestrians."
