Council blocks plans to extend village medical centre into pub car park

Plans to extend a village medical centre into a neighbouring pub car park have been blocked by the district council.

A scheme for Budbrooke Medical Centre would have seen a two-storey building constructed on the car park of The Montgomery of Alamein pub next door.

The Slade Hill proposal would have included a two-bed first floor flat above a smaller flat on the ground floor with offices, staff room and an extra consulting room.

The application said the expansion was needed to allow the medical centre to "better serve the community".

"Locating the development to the rear of the existing underused pub car park makes good use of the available site and will enhance the viability of the struggling pub through rent reduction," it said. 

"The construction of the two flats in this sustainable location will fit in with the established pattern of development in the area and will help to meet the local and national requirements for additional dwellings the proposals constitute sustainable development.

"Construction of the flats and the income derived therefrom is required in order to fund the development."

But a Warwick District Council report said there would be too much noise from the neighbouring pub, and said access to the site was not suitable.

And whilst it recognised that the centre played a "vital role" in the local community and needed to expand, it said this scheme was not suitable.

"Its position to the rear of a public house car park is not considered acceptable," the council report said.

"No landscaping features or considerations have been set out to soften the setting of the dwelling or achieve an appropriate access route to and from Field Barn Road."

It added: "While the principle of creating additional floorspace for the adjacent Budbrooke Medical Centre alongside two residential units is supported in principle, the scheme submitted fails to align with a number of material policy considerations set out within the NPPF and Warwick District Local Plan."
