Warwick District Council launches bold new arts and cultural strategy and public art toolkit

Warwick District Council has unveiled two landmark documents that will 'guide the future of arts and culture across the district': the Arts & Cultural Strategy 2025–2028 and a new Public Art Toolkit.

Together, they set out a confident and positive vision for supporting creativity at every level, from grassroots community projects to internationally recognised organisations, ensuring that arts and culture remain a driving force for wellbeing, regeneration, and identity across Warwick District.

The Arts and Cultural Strategy is a major piece of work developed in close collaboration with local partners from across the sector which demonstrates the Council's commitment to making arts and culture accessible and inclusive, supporting creative careers, investing in cultural venues and ensuring that community voices are central to programming.

Cllr Ella Billiald, Portfolio Holder for Arts, Culture & Economy, said: "At a time when arts funding is under immense pressure across the country, Warwick District Council is choosing a different path.

"We understand that arts are often considered a luxury, however we see them as imperative for health and wellbeing, economic resilience, placemaking, and education.

"This strategy makes our ambitions visible, committing us to action, partnership, and investment so that our creative community can thrive."

Executive Director of Motionhouse, Louise Richards, added: "It's an ambitious strategy, which is great to see in these days of declining local authority support for culture."

Alongside the Arts & Culture strategy, the council is extending its support to the local arts and cultural sector with the publication of its first Public Art Toolkit, a practical guide for artists, community groups, and partners.

Consultant Director of Playbox Theatre in Warwick, Stewart McGill, said: "This document reflects the richness, ambition, and creative diversity that defines Warwick District.

"Playbox Theatre is proud to endorse the plan and looks forward to working collaboratively towards its aims and objectives."

The handy toolkit, which is available to download from the Council's website, offers information for individuals, businesses or community groups who are commissioning or delivering public art within the district, offering advice on gaining permissions, funding and community engagement.

Cllr Billiald added: "Public art plays an important role in shaping vibrant, inclusive, and creative places.

"This toolkit ensures that those with ideas, whether artists, schools, or community groups, have the practical advice they need to bring projects to life safely, sustainably, and with the right permissions."
