- Ensure the management of the Service Area is economic, effective, and efficient, including preparation, implementation, and monitoring of a Service Area Plan; exercise budgetary control; and undertake all aspects of good people management.
- Drive change within the Service Area and across the Council by leading the delivery of the Council s Corporate Strategy and major corporate programs and initiatives; ensure value for money and improvements to service delivery; maintain high standards of conduct; benchmark against other authorities; explore opportunities for joint working to improve service delivery; and contribute to the Council s strategic objectives.
- Operate and behave as a senior manager in accordance with the Council s values; act as a role model for the leadership team; challenge practices, manage, and deliver cultural and behavioral change as necessary.
- Provide advice to the Chief Executive, Deputy Chief Executive, Senior Leadership Team, and Elected Members to ensure development opportunities are explored, corporate objectives, priorities, and statutory responsibilities are met, and that the Council complies with its legal obligations.
- Contribute to achieving corporate objectives and priorities through effective team working, demonstrating a shared purpose on the Council s Senior Leadership Team (SLT).
- Ensure an appropriate media and public information response is coordinated in respect of any issues within the Service Area.
- Report to Elected Members on service delivery, budgetary control, customer-focused performance, and strategic and policy development while supporting the Portfolio Holder(s) in championing the Service Area.
- Develop partnerships and strong collaborative working relationships with other public authorities, the voluntary and community sector, service providers/suppliers, and other agencies to enhance the quality of the service and deliver value for money and customer-focused services.
- Educated to degree level in a relevant professional qualification or significant experience in a similar role.
- Significant experience at a senior level working in a complex public sector or equivalent private sector organization, with experience relevant to at least one professional area within the service area.
- Significant experience of leading development and successful implementation of key strategy and policy in a relevant service area.
- Membership of a relevant professional body/institute and evidence of continuous professional development, e.g., Chartered Institute of Housing.
- A track record of delivering appreciable service improvements in a senior management role.
- Significant experience and skills in building positive and productive relationships with colleagues, partners, stakeholders, and customers for effective service delivery.
- Significant experience of leading multi-disciplined teams; with evidence of successful results that indicate team motivation and achievement.
- Comprehensive understanding of legislation relevant to the service area, e.g., consumer standards for social housing.
- Able to explain current and future issues affecting the service area and provide authoritative and credible advice to stakeholders.
- Evidence of tangible outcomes that identify a service has been run on a business basis but with customer insights that demonstrate value for money.
- Good understanding of and commitment to both quality and equality in service delivery and management.
- Some attendance at evening meetings will be required, including meetings of the relevant Council Committee and meetings with the public/stakeholders as appropriate.
- Access to appropriate transport is required.
